Section Head: SUPERINTENDENT
The Establishment Section deals with service matters, payroll and other miscellaneous matters pertaining to the Department. This section comprises of Five Assistants and Two UDCs supervised by one Superintendent and headed by Deputy Director (Rural Development).
E-1: Deals with service matters pertaining to Gazetted Officers, PCS Officers including Departmental posts such as Commissioners, Asst. Directors and Panchayat Officers & certain other non-Gazetted posts like Stenographer Gr.I, DPA.
E-2: Deals with service matters pertaining to Assistants, UDCs, LDCs, DEO, Drivers and Stenographer Gr.II.
E-3: Deals with the proposals of grant of HBA, MCA & Computer Advance and its related correspondences.
E-4: Deals with the service matters pertaining to Junior Engineers, Technical Assistants, Mechanics, Wiremen, Helpers, Statistical Officer/Inspector and MTS.
E-5: Deals with RTI applications and disposal.
Accounts Section - attached to the Establishment section deals with following subjects:
The Engineering Cell is headed by the Executive Engineer and comprises of the planning section which deals with planning matters pertaining to four commune Panchayats namely Ariankuppam ,Bahour, Mannadipet and Nettapakkam and a Flying Squad which inspects the break downs of the water supply system of the five Commune Panchayats of Puducherry region namely Ariankuppam, Bahour, Mannadipet, Nettapakkam and Villianur.
|Executive Engineer, Engineering Cell, LAD||The Executive Engineer is the head of both Planning section and Flying Squad and monitors all civil works executed by the four commune panchayats namely Ariyankuppam, Bahour, Mannadipet and Nettapakkam as per CPWD (Central Public Works Department) guidelines.|
|Assistant Engineers, Engineering Cell, LAD||
AE (Planning) is the Technical Advisor to the Executive Engineer under whose guidance estimates are scrutinized and approval of Draft Notice Inviting Tender, issue of technical advice regarding approval of tender and corresponding works such as approval of Extra Item Statement, Deviated Item Statement, Substituted Item Statement and Extension of Time and other routine matters are being processed. There are three Technical Assistants and a Junior Engineer to assist the Assistant Engineer (Planning).
AE (Flying Squad) inspects the break down of water supply systems and issues job report/inspection report/test report to rectify the breakdown regarding submersible motor pumpsets erected in the bore well and mono block motors erected in the sump. There is a Junior Engineer to assist the Assistant Engineer (Flying Squad) along with two Mechanics and an electrical Helper.
The Municipal Administration Section deals with service matters, issue of Expenditure Sanctions and other miscellaneous matters pertains to Puducherry, Oulgaret, Karaikal, Mahe & Yanam Municipalities.

Expenditure sanction for:
Commune Panchayat section deals with the service matters, according of administrative approval, issue of expenditure sanction and other miscellaneous matters pertains to 98 Village Panchayats & 10 Commune Panchayats wherever the proposal exceeds the financial powers delegated to the local bodies.

EDP Section comprises of One Data Entry Operator, One Data Processing Assistant and headed by one Programmer.
The Planning Section deals with formulation of Plan and preparation of Budget proposals every year and implementation of the Plan schemes. The section comprises the following:
This section deals with the formulations of Budget Proposals(Plan) for every financial year. Proposals relating to requirement of additional funds also dealt by the section. All negotiated loan proposals are dealt by this section. Replies to Assembly Questions and Assurances of Hon’ble Lt. Governor/Hon’ble Chief Minster are also dealt.
Entire work relating to Corpus fund and CSS Schemes are dealt by this section. Reconciliation of Plan Expenditures is also looked after by this section.
This section deals with the issue of Sanction for the all the Plan schemes and Non-Plan schemes of all the Municipalities.
This section work relates to Processing of Utilisation Certificate received from the Municipalities/Commune Panchayats.
Deals with Grants-in-Aid Proposals of all Commune Panchayats in Puducherry region. And assisting P1 section as and when required.

All typing work relating to P1 and P2 and other miscellaneous work.

The mission would aim at providing shelters equipped with essential services to the urban homeless|

Vital Statistics Section deals with registration of vital statistics like, birth and death. The Registration of Births and Deaths is governed by the Registration of Births and Deaths Act, 1969. The Chief Registrar is the Chief Executive authority in the Union Territory for carrying into execution the provision of the Act and Rules. The Director, Local Administration Department is designated as the Chief Registrar of Births and Deaths in the Union Territory of Puducherry.
Deputy Director (V.S) is the Section Head of V.S. Cell of this Department, Main function is to monitor the Implementation of Registration of Births and Deaths Act, 1969 /Preparation of reports on the working of the Act, Registration of Vital events.
STATISTICAL OFFICER: is the in charge of V.S.Cell. He looks after the following:-
